摘要
大中型水电工程移民安置独立评估工作是一个复杂的模糊的系统,如何直观有效评价移民安置实施效果,一直是水电工程移民安置独立评估工作所孜孜以求的目标。传统的以经验判断、专家咨询等方法为主的定性分析评估,往往存在主观性较强逻辑性不足的缺点。因此,在移民安置独立评估工作中引入定量的研究方法是必需的,为此,尝试将模糊综合评价法引入移民安置独立评估工作中,并以工程实例验证其可行性。
The independent evaluation of resettlement for large and medium-sized hydropower projects is a complex and fuzzy system.How to evaluate the implementation effect of resettlement directly and effectively has always been the goal of the independent evaluation of resettlement for hydropower projects.Traditional qualitative analysis and evaluation methods,such as experience judgment and expert consultation,often have the shortcomings of strong subjectivity and logic.Therefore,it is necessary to introduce quantitative research methods into the independent evaluation of resettlement.To this end,the fuzzy comprehensive evaluation method is attempted to introduce into the independent evaluation of resettlement,and its feasibility is verified with engineering examples.
