摘要
制度属于历史范畴,自从有了人类社会,便有了制度。制度文明是人类文明重要的组成部分。一部人类社会发展史,也是一部人类制度文明史。制度领导力是指制度在领导活动中的影响力,其本质是制度的公信力、影响力和约束力,包括制度建构力和制度执行力两方面。其中,制度建构力是制度领导力的基础,制度执行力是制度领导力的核心。制度建构力作为制度领导力的基础,必须坚持尊重传统与改革创新相结合,坚持从实际出发、走群众路线,坚持循序渐进、于法周延、于事简便的原则;而制度执行力作为制度领导力的核心,必须增强领导干部的制度意识,提高其运用制度履行职责的能力和水平,并加强对制度执行的监督。
Institutions belong to the historical category.Since there was a human society,there have been institutions.Institutional civilization is an important part of human civilization.A history of human social development is also a history of human institutional civilization.Institutional leadership refers to the influence of the system in leadership activities.Its essence is the credibility,influence,and restraint of the system,including both system building and system execution.Among them,system building power is the foundation of system leadership,and system execution power is the core of system leadership.As the foundation of institutional leadership,institutional building power must adhere to the combination of respect for tradition and reform and innovation,the principle of proceeding from reality,taking the mass line,and adhering to the principles of gradual progress,protracted law,and simplicity;and institutional executive power as institutional leadership At the core,it is necessary to enhance the system awareness of leading cadres,improve their ability and level of using the system to perform their duties,and strengthen supervision of the implementation of the system.
