摘要
2016年10月,日本文部科学省在原国立大学法人制度框架基础上提出"指定国立大学法人制度"。该制度由文部科学省制定标准,经各大学自主申报、国立大学法人部会审查、文部科学大臣指定等流程,最终评出在未来有能力开展世界最高水平教育研究活动的国立大学法人。指定国立大学法人制度是文部科学省在高等教育发展进入新阶段、承担新使命、出现新要求的背景下提出的,在实施过程中表现出丰富大学职能、瞄准世界卓越、严选参评资格、打破三重壁垒、注重持续发展等特点。日本指定国立大学法人制度能够激发我国"双一流"建设在"摆脱路径依赖,实行动态调整;促进产学协作,回应社会需要;实行信息公开,接受社会问责"等方面的思考。
In October 2016, the MEXT of Japan proposed the "Designated National University Corporation System"on the basis of its original national university corporation system. The system was established by the MEXT, self-declared by each universities, reviewed by working groups of designated national university and designated by the MEXT of Japan. Finally, the designated national university corporation who can carry out the world level educational research activities in the future was evaluated. The designated national university corporation system was proposed by the Ministry of Education, Culture, Sports, Science and Technology in the context of a new stage of higher education development, a new mission, and new requirements. During the implementation process, it showed the characteristics of enriching university functions, aiming at the world’s excellence, strictly selecting and evaluating qualifications, breaking the triple barriers, and focusing on sustainable development. It will provide enlightenment for China’s "double-first class" construction to get rid of path dependence, implement dynamic adjustment, promote industry university cooperation, respond to social needs, implement information disclosure and accept social accountability.
