构建现代人才发展治理体系的逻辑与路径--基于“主体-要素-过程”分析框架 被引量:16

摘要 我国人才发展治理改革经过多年实践已取得明显成效,但还存在治理边界模糊、治理资源松散、治理运行低效等突出问题。构建现代人才发展治理体系,不仅是新时代破解人才发展现实困境的内在要求,而且是实现国家治理体系和治理能力现代化的基石。借鉴公共治理理论构建的"主体-要素-过程"协同治理框架,有助于深刻理解构建现代人才发展治理体系的内在逻辑。构建现代人才发展治理体系须准确把握人才发展治理体系现代化的衡量标准,系统探讨相应的推进路径,包括强化党组织整合功能、健全横向协调治理机制、提升多元主体治理能力、完善技术变革治理基础等。 After years of practice,China’s reform of development governance of talented people has achieved remarkable results,but there are still many constraints such as fuzzy governance boundaries,loose governance resources,and inefficient governance operation. The construction of a modern talent development governance system( MTDGS) is not only the internal requirement to solve the real dilemma of talent development in the new era,but also the cornerstone to realize the modernization of national governance system and governance capacity. By using the collaborative governance framework of "subject-element-process"constructed by the theory of public governance for reference,it helps us to deeply understand the internal logic of building a MTDGS. To build a MTDGS,it is necessary to accurately grasp the measurement standard of the modernization of the talent development governance system,and systematically to explore the corresponding promotion paths.
