摘要
浙江省践行“两手发力”方针,聚焦洪水损毁风险较高的两类对象,探索创新水库防洪保险和水利工程洪水保险机制,通过发挥保险机构的风险管理专业能力和保险的杠杆效应,提高政府防洪减灾工作效能,平滑年度财政资金安排,实现政府有为、市场有效、社会和谐,是利用市场机制提高水利防灾减灾综合能力的成功实践。
Zhejiang Province implements the policy of“force with both hands”,focuses on two types of objects with high flood damage risk,explores and innovates the flood insurance mechanism of reservoirs and other water conservancy projects,gives full play to insurance institutions’professional ability of risk management and the leverage effect of insurance,improves the government’s efficiency of flood control and disaster reduction,smoothes the annual financial fund arrangement,and achieves the active government,effective market and harmonious society.
