摘要
污染防治攻坚战是顺应人民群众对美好生活的期待作出的重大战略部署,具有时间紧、任务重、难度大、要求高的特点,加强调度评估考核是保障顺利完成的重要手段和措施。基于重庆市污染防治攻坚战调度评估考核的做法,分析梳理其亮点和不足,结果表明,虽然颇具地方特色,但是仍存在部分问题。同时提出优化建议:进一步优化调度频率,加快环保大数据平台建设,优化评估内容和方法,完善奖惩机制,建立多主体参与机制。
The battle of pollution prevention and control is a major strategic plan to meet people s expectations for a better life,with the characteristics of tight time,heavy task,difficult,and high requirements.Strengthening the battle s scheduling evaluation and assessment is an important means and measure to ensure the smooth completion.Based on the practice of scheduling-evaluation-assessment of the battle against pollution in Chongqing,this paper analyzes and sorts out the highlights and shortcomings.The results show that although it has local characteristics,there are still some problems.At the same time,the optimized suggestions are proposed:optimize the scheduling frequency,accelerate the construction of the big data platform for environmental protection,optimize the content and methods of evaluation,improve the reward and punishment mechanism,and establish the multi-subject participation mechanism.
