摘要
相比商品房社区,城市老旧社区由于基础设施陈旧、缺乏专业的物业服务、居民的服务需求更加强烈和多元化等外部原因,再加上工作人员配置不足、职权有限等内部因素,社区减负工作已经是困难重重。然而,近年来属地管理的强化,不但无助于老旧社区上述典型难题的解决,反而进一步加剧了社区服务供给与居民实际需求的脱节,干扰了居民自治的推进,已经演变为推进老旧社区减负增效、提升治理水平的新难题。
Compared with the commercial housing community,the old urban community is facing many difficulties due to the external reasons such as old infrastructure,lack of professional property company,stronger and diversified service demand of residents,coupled with the internal factors such as insufficient staff allocation and limited authority.It is difficult to reduce the burden of community.However,in recent years,the promotion of local-oriented has not helped to solve the typical problems of the old communities,and has further intensified the disconnection between the supply of community services and the actual needs of residents,hindered the promotion of community autonomy.This has become a new problem of promoting the old communities to reduce the burden and improve governance.
