摘要
以释放农业农村多种功能为契机,日本制定并实施"地域活性化"战略,力图挽救不断衰落的农村。"地域活性化"是以地域资源为基础,发挥农户的主体作用和创造力,培育特色产业,最终实现农业农村功能价值多样化并满足社会多元需求。农家餐馆是"地域活性化"的实施手段之一。通过案例分析可知,农家餐馆源于农户对农村发展困境解决之道的思考,以餐馆为媒介推动农业与加工业、服务业、信息产业有机融合,并在经营中融入地方特色元素,逐步使农村成为人气兴旺、经济活跃、生态良好之地,获得振兴农村的良好效果。
Taking the opportunity of releasing multiple functions of agriculture and rural areas, Japan develops and implements "regional vitalization" strategy in order to contain the declining of villages. Based on regional resources, the strategy of "regional vitalization" aims to realize diversified values of agriculture and rural areas and to meet multiple needs of society, by stimulating farmers’ subjective activity and creativity and cultivating industries with characteristics. Running farmer’s restaurants is one of the means of implementing "regional activation" strategy. With cases study we found that farmers think hard about the way to break through the development dilemma of rural areas. They regard restaurants as a medium to promote the integration of agriculture, manufacturing industry and information industry. Local characteristic elements are integrated into the management. All the efforts make the countryside a place with prosperous popularity, active economy and good ecology, so that Japan has achieved good results in revitalizing rural areas.
