摘要
远离三大都市圈的日本"地方"常年被产业衰退、人口流失、生活环境恶化等问题困扰,"地方萎缩"成为制约日本经济社会发展的严重问题。日本政府将"振兴地方"作为发展日本经济的重要内容,积极鼓励"地方创生",以振兴"地方"特色产业为中心,试图打造适合国际市场需求的"地方品牌",通过国际合作扭转"地方萎缩"局面。日本"地方"以高端农业、制造业见长,与中国存在较强的互补性,而日本"地方"目前面临的问题又蕴含着商机,发展与"地方"的全方位合作,有助于中国产业结构的优化与国际市场地位的巩固。
Far away from three main metropolitan areas,Japanese rural areas have suffered a series of problems such as industrial decline,population loss,and deteriorating of living environment.The shrinkage of rural areas constrains deeply the economic and social development in Japan.Taking the'revitalizing rural areas'strategy as an important part of the economy reconstruction,Japanese government encourages rural areas to create their own life.Making the revitalization of rural industries as the key point,Japanese government urges rural areas to create'local brands'which should be suitable for the needs of the international market.Through international cooperation,Japanese rural areas might reverse the shrinkage tendency.Japanese rural areas are well known for the high-class agriculture and manufacturing industries,which are highly complementary to Chinese industries.From a different perspective,the problems that Japanese rural areas are facing mean business opportunities for China.Enhancing the all-round cooperation between China and Japanese rural areas will be helpful for China to optimize the industrial structure and consolidate the international market position.
