我国高校在线开放课程建设与应用的问题分析和改进策略 被引量:55

摘要 信息技术发展促使"互联网+教育"成为新一轮教育改革的重要方向,大规模在线开放课程和在线学习在全世界范围迅速兴起并得到普遍关注。在国家政策与外部市场力量的推动下,我国在线开放课程建设目标经历了从服务成人教育和继续教育,到促进优质资源共享和教育公平实现,再到变革课堂教学,倒逼教育模式改革三个重要发展阶段。时至今日,我国高校在线开放课程建设的速度、规模成效显著。但客观地说,国内初具规模的在线开放课程在建设、推广、应用等方面与预期还存在差距。深化在线开放课程建设与管理应用,应从高等学校内、外部两个方面统筹推进。针对高校外部系统,应优化在线开放课程共建共享发展模式与合作机制;针对高校内部系统,应大力完善资源环境与配套政策建设,从而充分发挥在线开放课程在创新教育教学方式方法、提高教育教学质量和人才培养质量、促进优质资源共享和教育公平实现中的作用。 With the rapid development of information technology,internet plus education has become an important direction in the new round of education reform.Massive Open Online Courses(MOOCs)and other online learning platforms have mushroomed around the world and received widespread attention.Under the promotion of national policies and external market forces,the goal of MOOCs construction in China has gone through three important development stages,from serving adult education and continuing education,to promoting the sharing of high-quality resources and the realization of education equity,to reforming classroom teaching and forcing the reform of education mode.The speed and scale of MOOCs construction in colleges and universities in China have achieved remarkable results up to now.Objectively speaking,there is still a gap in the construction,promotion and application of MOOCs in China.To deepen the construction and management of MOOCs,it should be promoted from both internal and external aspects.In view of the external system of colleges and universities,we should optimize the mode and mechanism of co-construction and sharing development of MOOCs;in view of the internal system of colleges and universities,we should vigorously improve the construction of resource environment and supporting policies,so as to give full play to the role of MOOCs in the innovation of teaching methods,the improvement of teaching quality and personnel training quality,the promotion of high-quality resource sharing and the realization of education equity.
