摘要
国内外制定了严格的锂电池运输规则,但未从根本上解决动力锂离子电池运输安全性问题,且存在较多漏洞,造成极大的动力锂离子电池运输需求与运输安全的矛盾。分析动力锂离子电池运输规则与标准,结合动力锂离子电池的特性,阐述运输过程中高能量密度动力锂离子电池引发事故后导致损失大、低成本运输包装防护不到位、操作隔离困难、一致性评价欠缺和高电压危害被忽视等风险。提出在运输实践中发现问题,通过动力锂离子电池全生命周期内各方共同参与,尤其设计阶段应更多考虑运输安全问题,且各方共同承担安全责任来解决这些问题。
There were serials of stringent rules for lithium battery transport formulated at home and abroad,but which could not support acceptable safety level.There was a sharp contradiction between demand and safety for power Li-ion battery transport.The transport rules and standards of the power Li-ion battery were analyzed.Combining the characteristics of power Li-ion battery,several transport risks were discussed,such as huge loss caused by the accident of high energy density of the power Li-ion battery,insufficient protection of low-cost transport packaging,difficulties in loading and segregation,lack of conformity assessment and neglected hazard for high voltage.It was proposed that identifying safety problems through transportation practice,then taking appropriate measures to control risks within acceptable safety level.All parties involved in the full life cycle of power Li-ion battery should participate in and share safety responsibilities to solve these problems.Participants during the design phase should give more considerations to transportation issues.
