摘要
通过建立创业创新环境、经济文化环境、生活居住环境、事业发展环境四个维度的指标,对上海市C区人才发展环境进行评估调查,并利用逐步回归法分析了影响人才引进、留下、发展的关键因素。研究发现,人才总体归属感强,但对中层人才、辅助性人才的支持需加强;工作环境、收入水平及发展空间是留住人才的关键因素,但人才考核及退出机制还需改进;事业与家庭依然是人才最关注的两大领域,人才服务的精准度和灵活性还需提升。为此,必须建立人才需求动态监测与沟通机制,借助"三个一"框架帮助初创企业对接第一个订单;支持文创企业和风情街区建设,构建小而多、精而美的休闲文化场所布局;提升"环境温度",不断深化青年人才、海外人才和本土人才生活居住的认同度和归属感;扶持团队成员和重点产业,提升长三角产学研合作中人才流动与兼职的便利度。
Through the establishment of four dimensions of indicators,i.e.entrepreneurship and innovation environment,economic and cultural environment,living and living environment,and career development environment,this paper carried out an assessment survey on the talent development environment in District C of Shanghai,and analyzed the key factors affecting the introduction,retention and development of talents by using the stepwise regression method.The research found that:the overall sense of belonging of talents is strong,but the support for middle-level talents and auxiliary ones needs to be strengthened;the working environment,income level and development space are the key factors to retain talents,but the talent assessment and exit mechanism needs to be improved;career and family are still the two most-concerned areas,and the accuracy and flexibility of talent service also needs to be improved.Therefore,it is necessary to establish a dynamic monitoring and communication mechanism for talent demand,help start-ups to get their first order with the help of a certain framework;support the construction of cultural and creative enterprises and stylized commercial streets,build leisure and cultural places with mini boutiques;constantly strengthen the sense of identity and belonging of young,overseas and local talents who lives there;support team members and key industries,and facilitate talent flow and part-time work for industry-university-research cooperation in the Yangtze River Delta.
