摘要
公共文化服务和基础设施建设共同作用于公共文化服务效能的实现,根据公共财政支出理论将公共文化服务效能的均等化水平通过建设和服务两个阶段来体现,即两阶段效率组合框架,实现基层管理和宏观监控之间的连通性,避免实践操作中以建设效率代替服务效能的评价误区。为充分考虑各个区的环境因素对公共文化服务效能水平的影响,通过DEA和SFA模型研究环境变量对天津市各个区街镇公共文化服务效率的影响作用,在剔除环境因素影响之后对其建设效率和服务效能进行评价。研究结果显示:(1)天津市各区街镇公共文化服务中心的建设效率要高于服务效率;(2)目前基层公共文化设施建设的均等化倾向于行政区域的均等化,而非服务对象的均等化,且区域间差异明显,与人口密度的相关性不强,因而进一步的均等化建设应着重考虑不同区域人口分布及文化特色差异;(3)总体而言,天津市街镇级文化服务中心的基础投入有待进一步提升,同时在现有的文化财政投入水平下文化产品供给在数量上严重不足,处于明显的效益递增状态。最后,基于两阶段效率组合分析框架提出4种提升策略,为各区基层公共文化服务提升提供参考。
Public cultural services and public cultural infrastructure construction jointly work on the public cultural efficiency. According to the theory of public financial expenditure,this paper studies the equalization level of public cultural service efficiency through two stages,namely,build and service. That is called two-stage service efficiency model. With this model,the connectivity between lower management and macro-monitoring will be achieved to avoid the misunderstanding of building efficiency and service performance. In order to fully consider the impact of environmental factors on the efficiency of public cultural services in different districts,using DEA and SFA models,this paper studies the impact of environmental variables on the efficiency of public cultural grass-roots service in various districts,and the evaluation of build efficiency and service performance,ignoring environment factors. The results show:( 1) The build efficiency of public cultural service centers in Tianjin districts is higher than the service efficiency;( 2) The current equalization of grass-roots public cultural correlates with administrative regions instead of population density,which means we should consider the difference of population distribution and cultural characteristics in different districts;( 3) The infrastructure investment of Tianjin street-town cultural service center needs to be further improved. Meanwhile,the supply of cultural products is seriously inadequate in quantity with the amount of financial investment,however the efficiency is increasing. Finally,four upgrading strategies are proposed based on the two-stage efficiency combination analysis framework to provide a reference for the public culture grass-roots service in all level of districts.
