政府效能是行政管理的核心问题 ,在政府效能建设中要正确理解政府效能的涵义 ,理清政府效能与行政效率、效能监察的关系 ,充分发挥各级政府的主体作用 ,处理好债效考评与其他评估的关系 ,解决好办事效率和程序的统一问题。
