摘要
地方主政官员频繁变更势必引发政策不确定性和不连续性,进而对企业创新行为产生重要影响。研究结果表明:地方主政官员更替刻画的政策不确定性抑制当地企业创新,而官员任期刻画的政策连续性则有利于当地企业创新。政策不确定性和连续性对企业创新的影响还依赖于企业所有制形式、企业规模、创新类型、地区市场化程度、行业技术水平。
Frequent changes of local government officials inevitably lead to policy uncertainty and discontinuity, which makes an important impact on enterprise innovation. The conclusion shows that policy uncertainty inhibits the innovation of local enterprises, while policy continuity is beneficial to it. The impact of policy uncertainty and continuity on enterprise innovation also depends on the form of enterprises’ ownership and scale, innovation type, regional marketization and industrial technology.
