摘要
升级扶贫产业价值链,稳定实现扶贫产业价值,是巩固和拓展脱贫攻坚成果、高质量打赢脱贫攻坚战的具体需要,也是解决相对贫困问题的重要环节。文章通过价值链分析框架和价值链风险分析框架分析了当前影响产业扶贫效果的主要因素及其深层原因。着眼于巩固脱贫攻坚成果,应加强全价值链的风险意识建立、风险分析和风险管理;培育和发展贫困地区的相对优势产业,探索"扶贫产品"的标识认证;健全农业社会化服务体系,降低贫困小农户的生产成本;围绕农业产业链加强基本公共服务供给和产业设施支持;促进一二三产业融合发展,形成扶贫产业发展联合体;鼓励贫困地区青年创业,等等。
Upgrading the value chain of poverty alleviation industry and steadily realizing its value are not only the specific needs of consolidating and expanding the achievements of poverty alleviation, but also the important link in solving the relative poverty problems. Through the framework of value chain analysis and value chain risk analysis, this paper analyzes the main factors and deep-seated reasons that affect the effect of industrial poverty alleviation. In order to consolidate the key achievements in poverty alleviation, we should strengthen risk awareness, risk analysis and risk management in the whole value chain;cultivate and develop the industries of the poor areas with comparative advantages, and explore the identification and certification of "poverty alleviation products";improve the agricultural social service system, and reduce the production cost of poor farmers;strengthen the supply of basic public services and industrial facilities focusing on the agricultural industry chain;promote the integrated development of the primary, secondary and tertiary industries, and form a poverty alleviation industrial consortium;and encourage young people in the poverty-stricken areas to start businesses.
