摘要
院系自主权改革是我国高校管理体制改革的深水区,是构建中国特色现代大学制度的关键一环,是“双一流”大学建设的内在要求。基于目标与需求的改革制度化以及持续推进,是高校院系自主权改革的逻辑;职能错位、管理缺位、权责不清、能力缺失、信息不对称、激励方式单一等是现实困境。高校的院系必须从权利配置上寻找突破,革新工作机制,强化主体责任,激发内生动力。
The autonomy reform of colleges and departments is the final end in the reform of the management system of colleges and universities in China,a key link in the construction of modern university system with Chinese characteristics and the internal requirement of the construction of“double first-class”universities.Institutionalization and continuous promotion of reform based on goals and needs is the logic of autonomy reform of colleges and departments;malposition of function,absence of management,unclear power and responsibility,lack of ability,asymmetry of information and single incentive mode are practical difficulties.Colleges and departments in universities should find a breakthrough in the allocation of rights,innovate the working mechanism,strengthen the main responsibility,and stimulate endogenous power.
