摘要
科技成果转化率不高的问题,一直困扰着我国许多科研院所和高校。《促进科技成果转化法》的修订,消除了科研院所和高校进行科技成果转化的体制障碍。基于对知识产权评估机构的调研,本文认为,科技机构与市场之间存在的信息差问题以及科技机构在成果转化方式选择上的问题,是除了机制障碍之外,阻碍科技成果转化率提高的两个主要原因。针对这两个问题,结合具体的案例,本文给出了具体的建议。
The low transformation rate of scientific and technological achievements have been plaguing many Chinese research institutes and universities.In 2015,the revision of the Law on Promoting the Transformation of Scientific and Technological Achievements eliminated the institutional barriers to the transformation of scientific and technological achievements by research institutes and universities.Based on an investigation of intellectual property advisory institutions,this paper believes that after the removal of mechanism obstacles,the information gap between technology institutions and the market and bad choices made by technology institutions in the transformation of scientific and technological achievements are two main obstacles to the improvement of the transformation rate of scientific and technological achievements.According to specific cases,this paper gives recommendations in response to the problems mentioned above.
