摘要
为了探索山东省农业发展的主要制约因素,提高山东省农业技术效率,选取山东省2017年农业投入产出相关指标,并引入城镇化率、农业R&D经费支出、污染综合排放环境指标,运用三阶段DEA模型对农业技术效率进行测度。研究发现,第三阶段农业综合技术效率、规模生产效率的测算值较之第一阶段明显提高;大多数城市纯技术效率值远小于规模效率值;将17个地市分别归类于“目标技术效率城市、高效技术效率城市、一般技术效率城市、低效技术效率城市”,并对造成纯技术效率低的原因进行分析,提出相应政策建议。
In order to explore the main constraints of agricultural development in Shandong province and improve the efficiency of agricultural technology,select the relevant indicators of agricultural input and output in Shandong province in 2017,and introduce urbanization rate,agricultural R&D expenditure,comprehensive pollution discharge environmental indicators.The three-stage DEA model was used tomeasure the efficiency of agricultural technology.The study found that the third stage agricultural comprehensive technical efficiency and scale production efficiency were significantly higher than the first stage;most cities had pure technical efficiency values much smaller than the scale efficiency values;17 cities were classified as“target technology”efficiency city,efficient technical efficiency city,general technical efficiency city,inefficient technical efficiency city,and the causes of low efficiency of pure technology were analyzed to put forward the corresponding policy recommendations.
