长江经济带人工智能产业发展动态评价及系统协调度研究 被引量:13

Research on Dynamic Evaluation and System Coordination Degree of Artificial Intelligence Industry Development in the Yangtze River Economic Belt

摘要 基于人工智能产业的典型特征对传统钻石理论模型进行了修正,以修正的钻石理论模型六要素为依据,构建了长江经济带人工智能产业发展评价指标体系,运用基于决策试行与评价实验室法和熵值法的主客观组合评价方法,以及改进的TOPSIS模型和协调度模型,对2012—2016年长江经济带11个省份的人工智能产业发展进行了动态评价和系统协调度分析。研究表明:长江经济带人工智能产业整体发展水平虽稳中有升,但缺乏要素支撑,产业核心技术空心化问题严重;长江经济带11个省份人工智能产业区域协同性差,亟需构建区域整体多元化协同机制;长江经济带人工智能产业系统协调水平不显著,区域间系统协调度异质性凸显,产业发展水平越高的地区系统协调度也越高。 Based on the typical characteristics of the artificial intelligence industry,the traditional diamond theory model is modified.The six elements of the revised diamond theoretical model are taken as important theoretical sources and basis to construct the evaluation index system of artificial intelligence industry development in the Yangtze River Economic Belt,and the combined subjective and objective evaluation method based on DEMATEL method and entropy method are used,besides the improved TOPSIS model and coordination degree model are chosen to complete the dynamic statistics of artificial intelligence industry development in 11 provinces and cities in the Yangtze River Economic Belt during 2012-2016 Evaluation and system coordination analysis.The research shows that although the overall development level of the artificial intelligence industry in the Yangtze River Economic Belt is"stable and rising",it also lacks the support of factors and the problem of"hollow core technology"is serious.During the research period,the regional synergy of artificial intelligence industry in 11 provinces and cities along the Yangtze river economic belt is poor,and it is urgent to construct the regional overall diversification coordination mechanism.The coordination level of artificial intelligence industry system in the Yangtze River Economic Belt is not significant,the heterogeneity of inter-regional system coordination is prominent,and the higher the level of industrial development,the higher the coordination degree of regional systems.Finally,based on the above results,relevant policy recommendations are proposed in a targeted manner.
