摘要
改革开放以来,农村社会的发展变化和各种问题的产生,使农村政治生态建设成为一个重要课题。村规民约是农村政治生态建设的传导机制,能够实现法治、德治与自治的统一,传统与现代的结合,为政治生态建设提供保障。从政治生态视野考察,传统乡约制度具有的精英塑造、组织建构、政治整合、环境净化等功能和治理智慧值得重视。当今村规民约建设需要汲取和发扬古代乡约中的契约精神和自治、互助、德治等优良传统,特别是其社会治理智慧。推进村规民约建设,健全传导机制,是健全乡村治理体系和促进政治生态建设的重要抓手。为此,必须确立村民主体地位、坚持党的领导、坚守“草根”属性、坚持“三治”结合,构建权威、合法、高效的村规民约生成机制。
Since the reform and opening-up,the development and changes of rural society and the emergence of various problems have made the construction of rural political ecology an important subject.As a transmission mechanism of rural political ecology construction,the village rules and regulations can bring about the unity of the rule of law,rule of virtue and autonomy,the combination of tradition and modernity,to provide guarantee for construction of political ecology.From the perspective of political ecology,the function of traditional village covenant,such as meritocracy,organizational construction,political integration,environmental purification and so on,and the wisdom of governance,should be taken seriously.Today,the construction of village rules and regulations need to absorb and carry forward the spirit of contract and the fine traditions,such as autonomy,mutual aid and rule of virtue,in tradition village covenant,especially the wisdom of social governance.To promote the construction of village rules and regulations,and to improve the transmission mechanism is an important starting point to perfect the rural governance system and promote the construction of political ecology.And for that,we must establish the status of villagers as the main body,uphold the leadership of the CCP,stick to the nature of the“grassroots”,adhere to the combination of rule of law,rule of virtue and autonomy,and build an authoritative,legal and efficient mechanism for the formation of village rules and regulations.
