摘要
水权这样一个准公共物品的市场化流转,在其运行过程中,如果政府监管不到位,必将产生市场失灵、多方利益失衡等诸多问题。当前水权交易实践不断发展,行政监管的滞后和缺失也愈发明显,政府如何在履行监管职责和稳定市场秩序的同时,激发市场活力,需要从明确法律法规依据,区分政府监管作用边界,完善水权交易的准入权限、加强价格管理等方面进行着手。
s:Water rights,a quasi-public goods market circulation,is destined to produce many problems such as market failure,multi-party interest imbalance once government supervision is not in place during its operation.At present,the practice of water rights trading is continuously developing,and the lag and lack of administrative supervision are becoming more and more obvious.How can the government fulfill its supervisory duties and stabilize the market order while stimulating the market vitality?We need to start from the clear legal and regulatory basis,distinguish the boundaries of the government’s supervisory role,and improve the access authority and price management of water rights trading.
