摘要
当前我国的政府回应研究文献正处高速增长阶段,研究文献虽多,但还尚未形成紧密的学术团队,学者相互认可度低,研究机构学术合作网络较为松散,研究水平和研究层次较低。在宏观政策和网络技术发展影响下,政府回应领域研究热点主题包括政府回应取向、政府回应方式、回应难点困境以及提升政府回应性的路径。基于对政府回应研究现状及热点主题的剖析,在对既有研究成果表示肯定的同时,还应注意到政府回应研究存在研究视角和方法单一、理论基础薄弱、研究相对实践的滞后性、对策建议缺乏可操作性等问题。应当推动政府回应理论与中国政府回应实践相结合,加强政府回应基础理论建设,探索在网络时代政府回应的新路径,关注党政体制下党在政府回应中的作用机理及行动路径,进一步拓展研究视角、优化研究方法。
At present,the government response research literature in our country is in the stage of rapid growth.Although there are a lot of research literature,a close academic team has not been formed yet.Scholars'mutual recognition is low,the academic cooperation network of research institutions is loose,and the research standard and research level are low.Under the influence of macro policies and the development of network technology,the hot topics in the field of government response research include the government response orientation,the government response mode,the difficulties in response and the ways to improve the government response.Based on the analysis of the current situation and hot topics of government response research,while affirming the existing research results,it should also be noted that the government response research has problems such as single research perspective and method,weak theoretical basis,lag of research relative to practice,and lack of operability of countermeasures and suggestions.We should combine the theory of government response with the practice of Chinese government response and strengthen the construction of basic theory of government response.Explore new ways of government response in the internet era;pay attention to the function mechanism and action path of the Party in the government response under the Party and government system;and further expand the research perspective and optimize the research methods.
