摘要
在深入查考2009-2018年国外学者对澳大利亚土著政策研究的基础上,本文对澳大利亚土著政策研究的发展态势、基本特点、发展走向进行梳理,指出国外学界在该领域的最新进展以及为当代多民族国家治理理论和实践研究提供的理论借鉴与启示。长期以来在国外澳大利亚土著政策研究上,学者们比较注重既有政策的历时性研究、政策发展的阶段性要求和政策制定的模式,以及深化政策评估的理论研究等方面,这些研究为促进社会和谐与发展做出了诸多努力。但也不容忽视政策评价标准研究还不够充分、政策研究体系有待完善、政策研究的纵向深度尚存诸多可供努力的空间等不足。区分情况与问题研究,借鉴相关成就与不足,重视政策系统影响研究,以及加强政策创新研究,应成为中外学界共同关注的议题。
Based on an in-depth analysis of the English literature of foreign scholars,research on Australian aboriginal policy from 2009 to 2018,this paper has sorted out the development,basic characteristics and development trend of the research on Australian aboriginal policy,and tries to show the latest progress made by foreign academic circles in this field in order to provide theoretical reference and case support for the contemporary theory and practice research on multi-ethnic state governance.For a long time,the research on Australian aboriginal policy by foreign scholars has been focused on diachronic research of the existing policies,the stage requirements of policy development and the transformation of policy formulation model,as well as the theoretical research on policy evaluation,all of which are meant to promote social harmony and development.However,it can hardly be ignored that the research on policy evaluation criteria is not sufficient,and the policy research system is yet to be improved,while there is still a lot of room for efforts to be made in deepening the policy research?Hence,to distinguish research on situation from that on problem,to draw lessons from relevant achievements and shortcomings,to attach importance to the study of the influence exerted by the policy system,and to strengthen research innovation on policy should become the common concern of the Chinese and foreign academic circles.
