摘要
基于Almon多项式和Super-SBM模型,对江苏国家自然科学基金投入情况进行绩效评价。首先,为保证数据可靠性,运用Almon多项式确定指标体系滞后期为4年;其次,选取2009-2014年投入数据、2013-2018年产出数据,运用Super-SBM模型以弥补径向DEA的不足进行绩效评价,并针对非DEA有效年份进行投影分析,以明确改善方向。研究发现:技术与管理等因素为提升绩效发挥了积极作用,发展规模不完善和产出短缺是阻碍绩效进一步提升的关键。根据绩效结果分析非DEA无效年份的内在原因。最后,根据分析结果提出其提升绩效的建议。
Based on the Almon polynomial and the Super-SBM model, the performance of the Jiangsu National Natural Science Foundation of China was evaluated. First, in order to ensure data reliability, the Almon polynomial is used to determine the lag period of the indicator system for 4 years. Secondly, the input data for 2009-2014 and the output data for 2013-2018 are selected, and the Super-SBM model is used to compensate for the shortage of radial DEA. Performance evaluation and projection analysis of non-DEA valid years to clarify the direction of improvement. The study found that: Jiangsu’s overall situation is good, and factors such as technology and management have played a positive role in improving performance. The imperfect scale of development and shortage of output are the key factors that hinder the further improvement of performance. The intrinsic reasons for non-DEA ineffective years are analyzed based on performance results. Finally, based on the analysis results, suggestions for promoting Jiangsu’s performance improvement are proposed.
