摘要
目的:调查分析各省(市、自治区)政府2016年-2018年中医药履职情况,发现其存在问题并提出相应建议。方法:浏览国家卫健委等相关政府网站信息公开目录及文件,整理2016年-2018年各省(市、自治区)政府中医药事业发展情况汇报材料和调研表数据后进行描述性分析。结果:各省均制定至少1份中医药发展相应规划。浙江、河南、陕西、青海和吉林省2018年中医药发展投入经费预算占比超过10%,江西、河北、福建、新疆和安徽省2018年中医药经费预算占比低于2%。28%的省份建立中医药事业发展联席会议制度。27个省份中医医疗机构数量平均增长率为6.68%,千常住人口中医床位数平均增长率为8.17%,千常住人口中医执业(助理)医师数的平均增长率为6.31%。结论:各省中医药事业发展经费预算在卫生经费预算中占比较小,省份间中医药事业预算占比差异较大。各省中医药服务体系建设情况较好,但中医药管理体系仍不健全。建议完善各级中医药管理部门的机构设置和人员配备,积极发挥中医药事业发展联席会议制度作用,促进中医药事业的协同发展。
Objectives To investigate and analyze the performance of the Chinese medicine industry by the provincial governments from 2016 to 2018, to find their existing problems and to propose countermeasures. Methods Browsing the National Health Commission and other relevant government websites for information disclosure lists and documents, Organizing the report materials and survey data of the development of Chinese medicine in provincial governments from 2016 to 2018 and then descriptive analysis was performed. Results Each province has at least one corresponding plan for the development of Chinese medicine. In 2018, Zhejiang, Henan, Shanxi, Qinghai, and Jilin provinces accounted for more than 10% of Chinese medicine development investment budget. Jiangxi, Hebei, Fujian, Xinjiang, and Anhui provinces accounted for less than 2% of Chinese medicine budget. 28% of the provinces have established a joint conference system for the development of Chinese medicine. The average growth rate of TCM medical institutions in 27 provinces was 6.68%. The average growth rate of TCM beds for thousands of permanent residents was 8.17%, and the average growth rate of TCM practitioners(assistant) physicians was 6.31%. Conclusion The budget for the development of traditional Chinese medicine in the provinces is small in the budget for health expenditure, and the proportion of Chinese medicine budget among provinces is quite different. The construction of Chinese medicine service system is good, but the management system of Chinese medicine is still not perfect. It is recommended to improve the institutional setup and staffing of Chinese medicine management departments at all levels, and actively play the role of the joint meeting system of Chinese medicine to promote the coordinated development of Chinese medicine.
