摘要
本文对大标段地铁施工总承包项目前期主要的利益相关者进行识别,包括沿线居民、产权单位和政府部门,基于对各利益相关者的需求分析列出大标段地铁施工总承包项目前期社会风险清单,利用风险管理理论对风险进行分析和评价,得出前期社会风险的关键风险为:工程价款矛盾、危险品堆放不整齐;绿化迁移不合理、绿化迁移补偿纠纷、交通堵塞、出行不便;临时占用挖、掘河道的时间段限制大、土地类型变更手续办理困难和临时借地申请复杂。并针对关键风险提出建议。
This paper identifies the main stakeholders in the preliminary stage of the large-scale metro construction general contracting project,including residents along the line,property rights units and government departments.Based on the demand analysis of each stakeholders,it lists the social risks in the early stage of the large-scale metro construction general contracting project,by using the risk management theory to analyzes and evaluates the risks,and summarizes the key risks of the early stage social risks,including the project payment contradiction,the pile-up of dangerous materials,the unreasonable greening migration,the compensates disputes of greening migration,traffic jams,and the inconvenient transportation,the tight time limit for temporary occupation and excavation of river channels,the inconvenient land-type-change procedures,and the complex application for temporary land borrowing and so on,and put forward suggestions for these key risks.
