摘要
目前我国正大力推进区域协同遥感观测系统的建设,针对海上应急救援应用中存在的海上搜救体系的协调性有待提升、海上救助装备的数量有待增加和性能有待改善以及海上搜救应急反应速度有待提高等问题,提出利用区域协同遥感观测技术,建立海上应急救援业务增强系统,实现天空地海协同搜寻、海上救援态势评估、海上目标漂移预测等功能,以提高海上遇险对象搜寻效率,同时提高海上救助调度能力,险情和救助情况信息获取及时、准确,基本实现跨部门、跨区域的业务协同。
At present, China is vigorously promoting the construction of regional cooperative remote sensing observation system.For problems in the application of the emergency rescue at sea, such as, the coordination of the maritime search and rescue system existing in the maritime emergency rescue application needs to be improved, the number of marine rescue equipment needs to be increased and the performance needs to be improved, and the speed of maritime search and rescue emergency response needs to be improved. It is proposed to establish a maritime emergency rescue service augmentation system by using regional cooperative remote sensing observation technology, realizing the functions of sky-sea collaborative search, sea rescue situation assessment, and maritime target drift prediction, so as to improve the search efficiency of maritime distress targets and the ability of maritime rescue dispatch. The risk and rescue information are obtained in a timely and accurate manner, and cross-departmental and cross-regional business collabo-ration is basically achieved.
