As the first Minister of Education ever and one of the most influential statesmen in the Meiji period,Mori Arinori is widely considered as the founder of Japan's modern educational system.During his tenure,he carried out a comprehensive reform of moral education in several ways, including launching a project of creating a new textbook of ethics titled'Rinrisho'which involved various scholars. This paper focuses on Mori's personnel assignment for this project, especially the editors'commitment to a propaganda magazine titled 'Kokumin no Kyoiku'.Through the examination, the following conclusions can be drawn:the aim of Mori Arinori's reform is to solve the crisis caused by the absence of a national morality via referring to the philosophical thoughts and the situation in ancient Greek.
