摘要
随着国家投融资体制改革,自2015年以来国内大量采用PPP模式建设的城市综合管廊即将进入运营阶段。相较于传统的运营模式,PPP模式下的综合管廊运营尚未形成规范的市场规则和运作标准,入廊谈判、收费机制尚处于摸索阶段,运营期限长,风险较大。文章在研究同类模式的基础上,提出现阶段存在的问题及应对的措施,争取为后期运营提供有价值的参考意见。
A large number of urban utility tunnels constructed under PPP mode in China are about to enter the operation stage since 2015 with the reform of the national investment and financing system.Standardized market rules and operation standards are not formed for the utility tunnels operation under PPP mode compared with the traditional operation mode.The tunnel negotiation and charging mechanisms are still in the exploratory stage with long operation period and great risks.Existing problems and corresponding countermeasures at the present stage are proposed on the basis of studying similar modes in the paper,thereby trying to provide valuable reference opinions for later operation.
