摘要
档案治理是国家治理和社会治理的重要组成部分。包容性治理理论是包容性发展和包容性增长理念与治理理论高度契合的产物,是对公共治理模式的优化和创新,在解决国家治理中的社会问题方面具有一定的指导作用。本文首先梳理并分析了学界现有的几种档案治理概念,其次对包容性治理理论的核心意涵进行介绍,基于包容性治理理论拓展档案治理概念的外延,并对包容性治理理论应用于档案治理的可行性进行分析,最后结合精准扶贫档案治理、“一带一路”背景下档案信息资源建设和NARA的包容性文化三个应用场景探究包容性治理理论在档案治理工作中的作用。
Archival governance is one of important components of national governance and social governance.Inclusive governance is a combination of inclusive development,inclusive growth and governance theory,and may play a guiding role in dealing with social issues in the development of national governance.This research firstly reviews several concepts of archival governance existing in academic literature,and introduce core motions in inclusive governance theory.Based on the theory of inclusive governance,the concepts of archival governance could be extended and the applicability of inclusive governance theory in archival governance are examined.Finally,the role of inclusive governance theory in archival governance are discussed in three contexts,which are archival governance in Precisely Poverty Reduction,archival information resource construction in the Belt and Road Initiative and inclusive culture of NARA.
