摘要
[目的/意义]数字政府治理是数字时代政府提升治理能力和推进治理体系现代化的重要课题。[方法/过程]文章试图基于加拿大数字政府建设的相关政策性文本对其数字政府治理理念进行分析,尝试将分析结果映射到我国数字政府环境,以帮助有效规避数字政府建设中的潜在风险,识别数字政府治理中存在的问题,为我国数字政府治理提出有益建议。[结果/结论]研究发现,近年来加拿大数字政府治理围绕塑造数字时代的社会信任环境展开。在技术使用泛在的数字环境下,政府需要通过有效的治理来寻求技术与信任之间的平衡,从而推动社会迈向技术与信任相融合的数字时代。加拿大数字政府治理理念及该理念指导下的治理方式和一系列治理举措对我国数字政府治理具有一定的借鉴意义。
[Purpose/significance] Digital governance is considered to be one of indispensable abilities for government in digital age, thus becomes an important topic in developing and establishing a sound modernized governance mechanism.[Method/process] The study aims to examine core governance concepts in developing a digital government program and identify potential risks by analyzing regulations and policies related to digital government of Canada.Based on this preliminary finding, we review Chinese digital government policies and programs and attempt to provide useful suggestions for digital governance in China.[Result/conclusion] The study shows that government of Canada are trying to balance information technology and social trust by initiating digital governance movements in its digital government development, with its aims to toward a digital age integrated with technology and trust, which seems to be one of the most insightful enlightenments for digital governance in China.
