博士后制度改革背景下高校博士后流动站的困境与出路探究——以湖南省6所高校博士后流动站为例 被引量:4

摘要 人社部发布《关于贯彻落实〈国务院办公厅关于改革完善博士后制度的意见〉有关问题的通知》,明确了博士后制度改革的目标,要求严格控制三类人员的招收,提高统招统分博士后招收比例。制度改革后,高校博士后流动站的招收面临困境,主要原因在于博士后身份成谜、职称难评、薪资不高、环境不佳,针对这些情况,高校博士后流动站可以从明确博士后身份、打通职称晋升通道、提高薪酬待遇、提供优良环境等四个方面寻找出路。 The Ministry of Human Resources and Social Security issued the "Notice on Related Issues of Implementing the 'Opinions of the General Office of the State Council on Reforming and Improving the Post-doctoral System'", which clarifies the objectives of the post-doctoral system reform, requires strict control of the recruitment of three types of persons, and raises the proportion of the post-doctoral unified recruitment. After the reform of the system, the recruitment of post-doctoral mobile stations in universities is facing difficulties. The main reasons are the ambiguous status of post-doctorate, difficult professional title evaluation, low salaries and poor environment. In response to these situations, post-doctoral mobile stations can take a countermeasure from the following four aspects: clarifying the status of post-doctorate, providing ways for their professional title evaluation, improving salaries and providing excellent environment.
