摘要
在我国县域治理权力架构的以往研究中,一些学者提出了一种所谓的县域治理“党政体制”概念,其将治理主体意义上的党政体制与治理结构意义上的科层体制并列起来,在理论逻辑上不准确周全,在政治实践中也不能成立。更加准确周全的概括,应该是与现行提法一致的“党的领导”体制。并且,对其存在的一些现实缺陷与问题,也应客观地进行考察及讨论。
In the previous research on the power structure of county governance in China,some scholars put forward a concept of so-called party and government system” of county governance,which juxtaposes the party and government system in governance and the hierarchical system in governance structure. It can not hold water both in theoretical logic and political practice. A more accurate and comprehensive word should be party leadership”,consistent with the current expression. Moreover,some practical defects and problems are investigated and discussed objectively in this paper.
