摘要
新中国成立以来,我国教育事业迅猛发展,国际化水平日益加深,与"一带一路"沿线国家的高等教育合作也不断深化。第一,我国与沿线国家不断加深政策协议的沟通,但在教育交流和研究合作方面要进一步加强;第二,打造了双边、多边和区域交流合作机制以及多样化交流载体,同时要注重调动更多沿线国家的积极性;第三,沿线国家来华留学教育蓬勃发展,来自国家、地区、高校三个层次的专项奖学金项目百花齐放,但仍有较大完善空间;第四,沿线国家参与中外合作办学项目呈较快发展态势,但办学层次整体偏低、沿线参与国家布局失衡等问题突出;第五,沿线国家与我国在民心相通方面取得显著成效,但仍存在部分不足。在"一带一路"倡议的框架下,我国与沿线国家高等教育合作机遇与挑战并存,为全面发挥优势、应对挑战,应进一步加大教育开放力度,打造形成地区性高等教育国际化新系统;进一步提高国际化质量,形成高等教育国际化品牌;进一步增强高等教育服务"一带一路"建设的意识和能力。
Since the founding of the PRC, China’s education industry has developed rapidly, and more and more international cooperation has been made in higher education, especially with the "Belt and Road" countries. First, while communication between China and "Belt and Road" countries continue to expand, further efforts should be made to strengthen educational exchanges and research cooperation. Second, we have created bilateral, multilateral and regional exchange and cooperation mechanisms and diversified communication carriers, meanwhile we should mobilize more countries and explore relevant sustainable strategies. Third, while education of international students from "Belt and Road" countries is booming, and special scholarship projects from the state, region and university levels are in full bloom, there is still much room for development;Fourth, while "Belt and Road"countries participate more in Sino-foreign cooperative projects, the overall level of education is comparatively low, and there is imbalance in state participators. Fifth, while people from "Belt and Road" countries and China have made remarkable achievements in communication, there is still insufficiency. Opportunities and challenges coexist. China should further its opening-up to create a new system in the region for international higher education. It should also improve quality and build international brand of higher education.
