摘要
高等教育合作是与“一带一路”沿线国家实现民心相通的重要途径,对我国参与全球教育治理、推进经济高质量发展、疫情下引领区域产业价值链重构和构建人类命运共同体具有重要作用。我国与沿线国家高等教育合作不断深入,但也存在格局失衡、合作障碍叠加交替等问题。高等教育合作通过制度和非制度安排、人力资本积累及流动、科技创新积累及提升、深化国际交流内涵及功能等引领国家间经贸发展。我国应完善与“一带一路”国家高等教育合作的管理体制和运作机制,实现合作的量质转换,发挥合作对经贸发展的先导作用,实现高等教育合作与经贸互促的双赢发展。
Higher education cooperation is an important way to achieve people to people connectivity with countries along the“the Belt and Road”,and plays an important role in participation in global education governance,promoting high-quality economic development,leading the reconstruction of regional industrial value chains under the epidemic situation,and building a community with a shared future for mankind.The cooperation of higher education is deepening,but has an unbalanced pattern and overlapping cooperation obstacles.It leads to the development of economy and trade among countries through institutional and non-institutional arrangements,the accumulation and flow of human capital,scientific and technological innovation,and deepening the connotation and functions of international exchanges.China should improve the management system and operation mechanism of higher education cooperation,realize the quantitative and qualitative transformation,play the leading role of cooperation in economic and trade development,and realize the win-win development of higher education cooperation and mutual promotion of economic and trade.
