摘要
通过民主化改革"、休克疗法",俄罗斯高等教育进入了一个全面的体制机制创新时代。在国家创新发展战略背景下,俄罗斯实施了国家干预下的新公共管理体制改革:改变大学法人地位,提高"自治机构"比例;调整结构布局,重新分类定位;实施竞争拨款方式,优化资源配置;转变政府职能,提高管理绩效;完善法律调节机制,注重制度创新,从而实现了高等教育从结构到制度的创新发展。
By democratization reform and ＂shock therapy＂, Russian higher education system has entered the period of overall system-mechanic innovation. Under the strategical background of national innovation and development, Russia has carried out the new reform of public administration system as follows. The status of a legal entity in university has been changed, so that the ratio of self-government organizations can be improved. Structural layout has been adjusted, so that re-classification and re-position can be done. The way of competitive appropriation has been introduced, so that resource allocation can be perfected. The function of the government has been transformed, so that the administrative performance can be improved. Legal regulation system has been perfected and the system innovation has also been paid attention to, so that the innovation and development of higher education from structure to system can be realized.
