摘要
为有效应对、预防和惩治恐怖主义犯罪行为,全国人大常委会颁布了《反恐怖主义法》,该法专门针对情报信息和调查侦查等内容进行了明确规定。随着国际恐怖活动不断蔓延与肆虐,恐怖分子的严密组织性、高度隐秘性以及跨国、跨境策划实施犯罪特征显著,决定了传统情报工作和常规侦查方式不足以发挥更大效用。情报信息能够反映恐怖活动组织与人员的现实情况,揭示恐怖活动的规律特点及内在联系,能为发现、控制、侦查恐怖活动提供线索支持,为打击和预测恐怖活动进行科学决策提供服务。反恐情报侦查实施具有科学的法源依据,为牢牢把握反恐怖斗争的主动权,考察反恐情报侦查实践之警务工作重点和工作内容,明确各级反恐部门职责分级分工,确定涉恐重点人员及重点关注群体目标、涉恐重点人员目标分级、研究涉恐重点人员目标管控方法,为防范和打击恐怖主义犯罪提供理论支持。
In order to effectively cope, prevent and punish terrorist crimes, the Standing Committee of the National People’s Congress promulgated the Anti-Terrorism Law, which specifically regulates information such as intelligence information and investigations. With the continuous spread and ravage of international terrorist activities, the strict organization and high secret of terrorists, as well as the transnational and cross-border planning and implementation of crimes, have markedly determined that traditional intelligence work and routine investigation methods are not sufficient to play a greater role. Intelligence information can reflect the organization and personnel of terrorist activities, reveal the regular characteristics and internal relations of terrorist activities, provide clue support for the discovery, control, and investigation of terrorist activities, and provide services for scientific decisionmaking in combating and predicting terrorist activities. The implementation of counter -terrorism intelligence investigation has a scientific basis for law, in order to firmly grasp the initiative of the antiterrorism struggle, examine the police work priorities and work contents of counter -terrorism intelligence investigation practice, clarify the division of responsibilities of the anti -terrorism departments at all levels, and identify key personnel involved in terrorism, it also focuses on group goals, grading the target of main personnel involved in terrorism, and researching the target management and control methods for key people involved in terrorism, providing theoretical support for preventing and combating terrorist crimes.
