摘要
“9·11”恐怖袭击事件发生以来,恐怖主义正式步入了全球化的新阶段,已成为影响人类和平与社会发展的重大风险因素。在研究我国反恐情报工作法治化保障的重点基础上,从完善反恐情报工作实体法律建设保障、加强反恐情报人力搜索与技术应用保障、培养反恐情报工作专业化组织保障、构筑全民反恐法治化发展环境保障等方面,为我国新时期反恐情报工作提供实践方法和立法指导,以满足我国反恐情报工作法治化建设新要求,推进国家反恐维稳法治化常态化发展。
Since“9·11”terrorist attack in the United States,counter-terrorism has become one of the important security issues that countries all over the world pay close attention to.On the basis of studying the key points of the legal construction of counter-terrorism intelligence work,this paper provides new practical methods and legislative guidance for China’s counter-terrorism intelligence work in the new era from the following aspects:perfecting the legal construction guarantee of counter-terrorism intelligence work entity,strengthening the guarantee of counterterrorism intelligence manpower search and technology application,cultivating the professional organization guarantee of counter-terrorism intelligence work,and constructing the environmental guarantee for the development of national counter-terrorism legalization,so as to meet the new requirements of the legal construction of counterterrorism intelligence work in China and promote the normal development of national counter-terrorism stability and legalization.
