摘要
土地规模经营是保障国家粮食安全、提高农业竞争力、实现农业农村现代化的必由之路。位于安徽省北部黄淮平原上的蒙城县在土地规模经营上进行了积极探索,通过充分调动政府、村集体、企业、农户等各方的积极性,结合当地实际情况探索出“整村流转—企业经营”“村社合一—自主经营”“龙头企业+合作社+农户”“土地托管”“返租倒包”五种主要土地规模经营模式。在五种主要模式的推动下,蒙城县的土地规模经营取得了明显成效,为其他地区的土地规模经营方式选择提供了有益经验。本文归纳了蒙城县五种土地规模经营模式的特点,分析了其中存在的问题,并提出了相应的完善建议。
Land scale operation is the only way to ensure national food security, improve agricultural competitiveness, and realize agricultural and rural modernization. Mengcheng County, located in the Huanghuai Plain in the northern part of Anhui Province, has actively explored land scale management. By giving full play to the enthusiasm of the government, village collectives, enterprises, and farmers, and exploring the local villages, there are five major land-scale business models, such as Farmland Transfer of Whole Village- Business Management, Combination of Village and Cooperatives-Selfmployed, Leading Enterprises + Cooperatives + Farmers, Land Trust, Rent-back and Subcontract-back. Driven by five major models, the land-scale operation of Mengcheng County has achieved remarkable results, and provids useful experience for the selection of land-scale management methods in other regions. This paper summarizes the characteristics of five land-scale business models in Mengcheng County, analyzes the existing problems, and puts forward corresponding suggestions for improvement.
