摘要
村级组织在小农与现代农业衔接中的作用已引起广泛关注。为了探究甘肃省村级组织在小农户融入现代农业中发挥的具体作用,总结村级组织统筹小农户与现代农业有机衔接的模式与路径,采用实地走访、问卷调查和访谈相结合的方法,对甘肃省镇原县方山乡王湾村和关山村两个典型脱贫村进行了调研。结果表明,村级组织采取多种方式促进了小农与现代农业的融合,协调加强小农与新型农业经营主体之间的利益联结,组织小农生产方式向现代化转变,调整与整合土地等生产要素进行规模生产或者作为资产入股分红,积极对接农业社会化服务支持小农生产等方面取得了一定的成效,村级组织将小农有效地组织起来逐步解决小农与大生产、大市场对接的问题,但组织实践过程面临很多困境,针对困境和不足,从提高村级组织管理者的综合素质,加强基础设施建设,加强小农综合能力提升,加强农业科技人才的培养等方面提出了村级组织统筹促进小农融入现代农业的对策建议。
The role of village-level organizations in the connection between small farmers and modern agriculture has aroused widespread concern.In order to explore the specific role of village-level organizations in the integration of small farmers into modern agriculture and form a valuable reference model and path,two typical poverty-stricken villages,i.e.,Wangwan and Guanshan,Zhenyuan County,Gansu Province,were investigated through field visits,questionnaire surveys,and interviews.The results showed that village-level organizations adopted various ways to promote the integration of small farmers and modern agriculture in aspects such as coordinating and strengthening the interest link between small farmers and new agricultural business entities,organizing the transformation of small farmers'production methods to modernization.Some achievements have been made in adjusting and integrating land and other factors of production for scale production or participating in dividends as assets,and actively connecting with agricultural socialization services to support small-scale farmers'production.Village-level organizations have effectively organized small-scale farmers to gradually solve the issue of connecting with large-scale production and big market,but the organization practice process faces many difficulties.In view of the difficulties and shortcomings,this paper puts forward a path framework for village-level organizations to promote small-scale farmers'integration into modern agriculture which includes improving the comprehensive quality of village-level organizational managers,strengthening infrastructure construction,enhancing the comprehensive ability of small farmers,and strengthening the cultivation of agricultural science and technology talents.
