摘要
中小学教师工资水平不低于当地公务员工资水平是我国工资制度的重要的法律和政策要求。但这一政策制度的落实还面临一些问题。有关工资数据的分析表明,中小学教师工资与公务员工资比值在不同时期呈现出不同的走向,这与各时期的公务员及中小学教师工资构成有紧密联系。确保中小学教师工资收入水平,须建立一套长效的落实机制:一是要在有关法律的基础上制定具体实施意见,要有可操作性的具体办法;二是要明确工资收入比较的办法,明确比较范围及相关争议项目的处理;三是要明确进行比较的时间,建议采取一年比较一次的方式;四是要明确责任,应由当地党委、政府来负责。
The salary level of primary and secondary school teachers is not lower than that of local civil servants, which is an important legal and policy requirement of our country’s salary system. However, the implementation of this policy system still faces some problems. The analysis of wage data shows that the ratio of primary and secondary school teachers’ wages to civil servants’ wages shows different trends in different periods, which is closely related to the composition of civil servants’ and primary and secondary school teachers’ wages in different periods. To ensure the salary level of primary and secondary school teachers, a set of long-term implementation mechanism must be established. First, specific implementation opinions must be formulated on the basis of relevant laws, and specific operational measures must be adopted. The second is to clarify the method of wage-income comparison, the scope of comparison and the treatment of related controversial items. Third, the time for comparison should be clearly defined, and it is suggested that the comparison should be made once a year. The fourth is to clarify the responsibility, which should be borne by the local Party committee and government.
