摘要
新中国成立以来的中国社会治理长期处于“稳中求进”的状态,回顾和梳理不同时期中国社会治理的发展逻辑,有助于进一步理解中国社会治理的时代特征,探索新时期中国社会治理的科学发展路径。当前中国社会治理是一个在政府进行协调引导的前提下,由党委领导、多主体参与,协同发展城乡社区建设,着力提升社会法治化水平,完善社会治理体系的发展进程,旨在营造共治环境,激发社会活力,是一个多维复合的过程。历史经验表明,中国社会治理只有走中国特色社会主义道路才能持续实现良好发展,通过梳理中国社会治理从政社合一走向协同共治的演进过程,在总结中国社会治理特点的基础上,能够切实对十九大之后的中国社会治理提出合理展望。
Since new China was founded,China’s social governance has,for a long time,been in the development state of “seek improvement in stability”. Reviewing and sorting out the development logic of China’s social governance in different periods is helpful to further understand its time features and explore its scientific development path in the new era. The current Chinese social governance is a process which is guided by the government and led by the communist party with the multiple participants. And it develops the urban and rural community construction,striving to enhance the level of society under the rule of law and improve the social governance system. The progress is dedicated to creating a work environment and stimulating social vitality. It is a multidimensional composite process. Historical experience shows that only by walking the road of socialism with Chinese characteristics,can China’s social governance continue to achieve good development. By combing its evolution process from integration to collaboration,and summarizing its characters,we can put forward some reasonable suggestions for its the future development after the 19th National Congress.
