摘要
基层治理是国家治理的基石。随着总体性社会向具有多样性和不确定性特征的复杂性社会转型,基层治理面临着治理对象的分散化、治理结构的碎片化和治理事务的复杂化等困境。传统的科层治理结构难以有效应对这一重大变化。研究发现,大社区通过重构治理尺度,以空间上的“筑圈构层”,实现治理规模调整;调适组织结构,以结构上的圈层叠加,实现治理主体协同;融合治理事务,以功能上的圈层融合,实现治理资源整合。这些都有助于提升基层治理效能。改革的实质是党委政府以平台化的组织创新,促进基层治理由科层逻辑转向圈层逻辑,实现对基层社会的适度性治理和整体性治理。
Primary-level governance is the cornerstone of national governance.With the overall society transforming into a complex society with diversity and uncertainty,primary-level governance is faced with difficulties such as decentralization of governance objects,fragmentation of governance structure and complexity of governance affairs.The traditional bureaucratic governance structure is difficult to effectively cope with this major change.It is found that large communities can adjust the governance scale by reconstructing and "building circles and layers" in space;they can adjust the organizational structure,and realize the coordination of governance subjects by overlapping the layers in the structure;they can also integrate governance affairs,and realize the integration of governance resources by functional circle integration.All these are helpful to improve the efficiency of primarylevel governance.The essence of the reform is that the Party committee and government promote the primary-level governance to transform from bureaucratic logic to circle logic through organizational innovation,and realize moderate and holistic governance of primary-level society.
