摘要
在当前公共服务下沉、基层治理任务繁重的现实情况下,各地结合自身地域特点,围绕基层治理共同体的建设进行治理创新是实现国家治理体系和治理能力现代化的必然选择。广东省佛山市南海区九江镇在中央政策精神的指导下,经过调研、总结和推广,形成了“1258”基层治理体系创新的九江模式,为破解基层治理难题提供了方法和路径。九江模式的核心特点是以街坊会为载体的治理共同体的建构及其运行。探讨九江基层治理共同体的建构逻辑和路径,发现其背后所体现的价值导向和治理规律,可以丰富基层治理创新的研究,并且为其他地区基层治理创新提供参考和借鉴。
Under the current situation of sinking public services and heavy tasks of grassroots governance,it is an inevitable choice for all regions to realize modernization of national governance system and governance capacity to carry out grassroots governance innovation based on their own regional characteristics and the construction of grassroots governance community.Under the guidance of the central policy spirit,Jiujiang Town,Nanhai District,Foshan City,Guangdong Province has formed the“1258”Jiujiang model of grassroots governance system innovation through investigation,summary and promotion,which provides methods and paths for solving grassroots governance problems.Core characteristics of jiujiang model is based on a neighborhood community as the carrier of the governance of construction and operation,discussing the construction of community of jiujiang grassroots governance logic and path,and discovering that the value orientation and governance laws embodied behind it can enrich the research on grassroots governance innovation and provide reference and reference for the innovation of grassroots governance in other regions.
