摘要
在工程造价咨询行业中,工程算量业务在整个作业过程中的时间占比最大,越来越多的企业将实现业务过程的标准化作为提高企业核心竞争力的重要途径。文章面向工程造价咨询企业的算量业务,基于苏州地区造价企业的实际作业情况的调研分析,提出了将组织建设、人才培养、业务作业质量和效率、企业品牌建设等方面融入算量标准化实践探索的实践意义。文章采用理论分析和实证研究相结合的方法,基于体现协同作业、体现流水作业、体现“PDCA”循环的质量控制的三个标准化设计原理,分别从组织结构标准化、作业任务分工标准化、作业流程标准化、作业规范标准化、算量资源库标准化等五个方面进行研究,构建了工程造价咨询企业算量业务标准化基本模式。并将研究成果应用于造价咨询企业的专业技术人员选拔、团队组建、成员分工、作业规范、流水作业、质量监控等环节,切实解决了造价咨询企业的业务难题,提高了企业的核心竞争力。
In the engineering cost consulting industry, engineering calculation business accounts for the largest proportion of time in the whole operation process. More and more enterprises regard standardization of business process as an important way to improve the core competitiveness of enterprises.Based on the investigation and analysis of the actual operation of the cost consulting enterprises in Suzhou, this paper puts forward the practical significance of integrating the organization construction, personnel training, operation quality and efficiency, and enterprise brand building into the practice of calculation standardization.Based on the three standardized design principles of quality control that embody collaborative work, flow-shop work and PDCA cycle, this paper studies the standardization of organizational structure, task division, process flow, operation specification and calculation resource database by combining theoretical analysis with empirical research, and constructs the standardized design principle from five aspects, namely, standardization of organizational structure, standardization of operation task division, standardization of operation process, standardization of operation specification and standardization of calculation resource database. The basic mode of standardization of calculation business in engineering cost consulting enterprises is proposed.The research results are applied to the selection of professional and technical personnel, team formation, division of labor among members, operation norms, flow-shop operation, quality control and other links of cost consulting enterprises, which effectively solves the business problems of cost consulting enterprises and improves the core competitiveness of enterprises.
