摘要
通过对我国现行的食品安全基本情况及食品检验检测与食品安全监管体制的分析,探讨了在新监管模式下如何改进食品安全检验检测体系和食品安全监管制度。首先必须建立完善统一、权威、高效的食品安全检验检测体系和运行机制。其次,做好食品检验检测的事先、事中和事后统筹规划,国家、省、市、县4级食品安全监管部门,应充分发挥国家食品安全监督经费的作用,做好食品安全抽检工作的总体部署,抽检做到全覆盖。再者,行政管理部门应加强对检验检测机构的考核,不断提升其质量和检验检测技术水平。因此,在新监管模式下,强化食品生产者的主体责任,加大监督检查和管理,才能从源头入手、从根本上抓好食品安全工作,保障人民群众的饮食健康和食品安全。
In this paper, we discused how to improve food safety inspection and testing system and food safety supervision system under the new supervision mode by analyzing the current basic food safety situation and food inspection and food safety supervision system in China. First of all, a unified, authoritative and efficient food safety inspection and testing system and operational mechanism must be established.Second,do a good job in pre-planning,well organized and post-analysis of food inspection and testing. The food safety supervision departments at national, provincial, municipal, and county levels should give full play to the role of national food safety supervision funds and do a good job in the overall deployment of food safety inspections, sampling to achieve full coverage.Third,the administrative department shall strengthen the examination of inspection and testing institutions and continuously improve its quality and inspection and testing technology.Therefore,under the new supervision mode, strengthen the main responsibility of food producers, increase supervision, inspection and management, in order to start from source, fundamentally grasp food safety work, and protect food health and food safety for people.
