摘要
为有效把握新一轮科技革命机遇,本文应用科学社会学研究方法对历次科技革命的特征和政府所起的作用进行回顾,对当前新一轮科技革命的发展态势进行具体研判。在此基础上,提出我国抢抓新一轮科技革命的主要举措:一是强化战略决策研究,提前规划未来科技发展路径;二是勇于使用创新技术和理念,革新科学技术建制;三是注重软环境建设,为创新发展营造良好氛围;四是超前布局前沿技术领域,抢占科技创新制高点。
In an effort to seize opportunities presented by new scientific and technological revolution, the paper reviews and analyzes previous revolutions and particularly the roles played by governments with research methods of sociology of science. On top of that, it also sets to examine the momentum of the latest scientific and technological innovation. Based on a thorough research, it has come to a conclusion that the government has to strengthen strategic decision research and plan ahead the future development path of science and technology. Moreover, it should be fearless to embrace innovative technologies and concepts. In the meantime, an improved organizational system ought to be geared towards achieving technological breakthroughs. Besides, a favorable soft environment is indispensable to creativity and innovation. Last but not least, it is advised that authorities should make overall arrangement for cutting-edge technologies in advance in order to stay ahead of the competition.
