摘要
采取历史研究与理论分析相结合的方法,研究国家创新系统概念的产生和发展。在对这一概念做历史考察的基础上,把国家创新系统研究概括为国家创新系统观,并提出它由理论预设、概念框架和方法论组成,探讨了国家创新系统与创新政策之间的关系,对国家创新系统作为概念工具应用于发展中国家做了述评,探讨了国家创新系统在全球化进程和解决可持续发展问题的发展和挑战。最后,对未来国家创新系统研究需要解决的问题做了展望。
The concept of national innovation system has been put forward for more than 30 years and has been widely accepted and applied in practice by countries all over the world.In China,,the idea of national innovation system was introduced into China in the mid-1990 s and became an important basis and goal for the Chinese government to formulate and implement science,technology and innovation policies.Under the current new development situation,the concept of national innovation system needs new development,so it is necessary to review,analyze and forecast the development of the concept.This article is based on the core research literature and the related research of the national innovation system,takes the method of combining history study and theoretical analysis,in the perspective of interaction between innovation system and innovation policy,investigates the thought source,the theory connotation and the development and application in the policy and management of national innovation system,discusses the development direction of this thought and the challenge it faces nowadays.This paper traces the research on the concept of national innovation system back to liszt’s national system of political economy in the 19 th century,examines the representative definitions of national innovation system,analyzes the similarities and differences of these definitions,and classifies them into two categories:the broad definition and the narrow definition.This article points out that the concept of national innovation system has two sources:history and theory.On the one hand,it absorbs some ideas from other theories;on the other hand,it is motivated by explaining new practical problems.Based on the research of innovation scholars,this paper argues that the research on national innovation system has formed the view of national innovation system.and the view of national innovation system is defined as the general viewpoint and thought of the innovation activities and process within a country in a systematic way,and its composition
