摘要
近年来,中国政府出台实施的一系列环境保护与治理政策带来了显著的环境、经济与社会效应,而环境治理对就业的非对称效应成为国内外学者关注的热点问题。基于2006-2016年52个地级市分行业的工业数据,运用倍差法构建非线性计量模型;通过回归计算β系数实证分析环境治理强度的地区间非对称差异对不同特征行业就业的影响。从而基于增加高污染高资本密集型行业治理力度、促进技术进步、鼓励企业自身模式转变、创新环境管理制度、加大监管力度及处罚力度、开展教育培训和发展循环经济等层面提出政策建议。
In recent years, a series of environmental protection and governance policies introduced by the Chinese government have brought about significant environmental, economic and social effects, and the asymmetric effect of environmental governance on employment has become a hot issue for scholars at home and abroad. Based on the industrial data of 52 prefecture-level cities in 2006-2016, the nonlinear difference model was constructed by using the multiple difference method. The regression analysis of the β-factor empirically analyzed the impact of regional asymmetric differences on the employment of different characteristic industries. Therefore, based on the increase of high pollution and high capital-intensive industry governance, promote technological progress, encourage enterprises to change their own models, innovate environmental management systems, increase supervision and punishment, conduct education and training, and develop circular economy, and put forward policy recommendations.
